These look like the bi-metal springs and heat exchanges for carbs with auto chokes, maybe zenith.
They were the result of early emission regs that banned manual chokes but before fuel injection was universally adopted. Horrible things, cold starting was ok and hot starting was ok, but anywhere between could be very problematic if the correct technique was not used
