Carpet Mat Clips - How to assemble?

I bought a set of mats last year from Sue & need some help to assemble.

There are 8 sets, so 4 per mat. They look like:

I'm guessing that component #2 (with barbs) goes on top of the mat & is assembled to #1 underneath the mat & then the barbs bent over.

What about #3 (washer) & #4 (press stud)? I'm guessing that there are probably old holes in my floor that I can use to find the original position of the studs; but what fixes the stud in position & what function do the washers serve?

Once I have the press studs in position I can use them to find the correct position for #1 & #2 in the mats.

Hi Phil
I think you have pretty much got it.
The attached photo's may show it better than I can explain.

The little clip, I think it's called a spire clip goes under the floor and the self tapper screws through.
