Reference points for correct location of pedal assembly?

My bitsa S4 has a LHD shell that has been converted at some point to RHD.

The master cylinders were removed by the PO ready for replacement, and I'm almost ready to install the new ones.

However, I noticed yesterday that the pedal assembly is mounted at an odd angle. The rod from which the pedals hang is not level with the floor of the car - the clutch pedal end is noticeably higher. I had a quick look at a friend's S2 yesterday, and the difference was really clear.

I figure that with master cylinders out of the car and carbs off, now is the time to get this sorted, so my question is whether there are known reference points that I can measure to figure out what is wrong.
