Having a crisis here

Having just spent a huge amount of money rebuilding my twin cam, going through several teething issues and finally thinking everything is working as it should, I've discovered that my cam lobes don't seem to be getting enough or in one case any oil. I was asking about the oil supply to the cams in a different thread because things looked a little weird but assured myself it was ok.
Anyway here's a Pic. The bearings seem OK, so I don't know why the oil isn't getting to the lobe. The well was completely dry. Can you save a cam like this?

I take it that in the last photo you have taken the "bung" out of the end of the cam?

yep bung removed to have a look.
it seems as though the assembly lube I used which was supposed to dissolve has not dissolved and is impeding oil flow.

It's not quite clear what the problem might be, can you give a little more information
Has the engine just been turned over with the plugs out, or has it been started up and driven ?
What oil pressure is there ?
What do you call "Not enough" oil ?
Is the "Not enough oil" problem is on one or both cams ?
What "assembly lube" did you use that was supposed to dissolve ? Engine oil and maybe some moly would be normal.
Have you washed out the cam oil channel with petrol and and a probe and inspected the results ?
Have you checked that all the bearing oil drillings are clear ?
Is there any damage visible on the bearings ?

...also have the horizontal and vertical drillings at the front of the head been cleaned (including removal of the drilling plug)?
