The high compression pressure indicates either a mistimed inlet cam or heavily shaved head or block in most circumstances i believe. Possibly its deliberate with different rods and pistons but unlikely as most engines using this high a static compression ratio to get that sort of compression pressure at crank speed have longer duration cams that lower the compression pressure at crank speeds.
