Is my timing correct?

I had to remove my dizzy to fit a replacement Powerspark electronic ignition module and have been adjusting the timing with a strobe light. My engine is a standard S4 spec with Dellorto DHLA40 carbs. With the engine running at a steady 800rpm I am getting a ready of about 15 degrees using the timing marks. I was under the impression that the distributor advance mechanism would not be functioning below about 1000rpm, in which case should the timing be set to nearer 10 degrees. Thank you for any advice.

Drive it and see! What's the maximum advance you're getting?
