A lot of work but doable if you have the skills and time. You will not make much money if any on the work required and parts required but if you enjoy the process and want a Plus 2 its a viable project from what I can see in the photos.

Why because of "black water" contamination.

I know not about the good old US of A, as you have more law suits per-capita than us “ Canada has but a quarter of the litigation in the U.S”

But, here in the Great White North. Nope. Parts only.

From my experience, each state is different. DOT doesnt rule like TC.

For reference for US buyers (the car is in St. Louis (IL) this is from the NJ DMV:
Once your vehicle's title has been branded as salvage, it will never be reissued a clean title. However, in most U.S. states, the title can be rebranded as “rebuilt" if you repair the vehicle and submit it to the Department of Motor Vehicles (DMV) for inspection.

Ah, it is branded ‘Flood’ though, thats the problem.
Sometimes you can apply for an amalgamated title. Mainly for newer cars with computers ABS etc, so you put a body from one car on another, or in this case, a new wiring harness and electrical components.

Same here in Australia. Flood damaged usually means it’s a statutory write off and is only suitable for parts. The VIN will be blacklisted so the car can never be returned to the road. The reasoning being (and it applies to modern cars mainly) that water may have entered electrical systems to do with safety related features and these can’t be tested for correct functioning until the vehicle is involved in an accident - ie it’s not possible to determine whether the vehicle has had it’s safety compromised even after repair. There was a guy on this forum 6-12 months ago who unfortunately suffered a flooding incident with his car. The car might have been his (I can’t remember his username)

It can actually work in your favor for a modern car. Sometimes “repairable write off” cars as opposed to “statutory write off” can be had for good prices that only have cosmetic or damage to bolt on components only. If you buy carefully there’s some low mileage bargains to be had. I currently have a really good condition car like this that looks bad but isn’t. It remains on the vehicles VIN record however that it’s been a write off even if subsequently repaired. When considering any car in this situation ask to obtain the VIN record first. If it’s a statutory write off it can never be put back on the road.

The classification in Canada, and I believe the USA too, ‘repairable’ and ‘non-repairable’. Flood, is non.
But that doesnt mean you cant replace the suspect components and have it ‘re-branded’.
