This looks like a type of DZUZ fastener? I'm pretty sure this is an American company? They make many types of high quality fastener systems, mostly for race cars.

Many types of Dzuz fasteners available, if in uk companies such as Rimmer Bros and Demon Tweaks supply them.
Change is inevitable, except from a vending machine!

They were sold by Dave Bean as replacement for the office fasteners fitted to Elan 26Rs and Europa 47’s
I think you can get similar from Banks Europa specialists in UK
