Are these the correct cams for a ?69 DHC?

Both cams should be the same, the top one looks like a Sprint cam, the other I am not sure of, I do not recognize the wide grove, the SE cam would have just one grove like your Sprint cam.
Perhaps the profiles have been changed? I am sure others will chime in.

As noted the two rings would indicate a Sprint cam and the single ring would indicate an SE cam, probably a Sprint cam has been fitted to the inlet side although originally both cams would have been the same. (Was the two ringed cam in the inlet side?)
You could get an idea of the lift by measuring the lobe height and subtract the width, not that accurate but gives an indication if it has been modified.
From memory I think the Sprint cam had about a 9.6mm lift and the SE about 9.5mm but I'm sure someone else will post in with a more accurate figure.
Some times when a cam has been ground to a different spec the grinder stamps the end with a reference number, check both ends.
The MC numbers don?t really mean much as I believe they are a casting number.

the surface is typical for a casting, whereas a forged cam (VERY VERY RARE AND ONLY RACE CAMS, as i'm informed) shows a very different surface and a different looking "edge" were you could see the upper and lower HALVES which would come out of the forging tooling sandy

Nope.......they wont help either, those are Lotus numbers but I dont believe they relate to the camshaft spec, more like just Lotus numbers for camshafts (26 xxx) were the part numbers for S1/2 cars but some numbers carried on with later cars.

Yes but its not a big deal, in theory it should breathe a little better with the Sprint cam and have a marginal power increase.
