The right hand side has female cups that the left hand males can be turned out of and the valve then comes apart.
The remaining piece can then be removed or tightened up.

Thanks for the replies. I had thought that the diaphragm was trapped by the top of the valve being crimped into place. Looking more carefully I see there is one pop rivet, that when removed allows the top of the top of the valve to rotate, so that the top and bottom can be separated. I have taken my old valve apart, it was tough, I am not sure if I could do this in-situ, but hopefully, with a valve that is less than 50 years old I will do better. Now I need a new valve.

You can use a self tapping screw to lick it together following reassembly.
