You have the clamps mounted incorrectly, they should be against the flanges welded on the rack, you have:

Should be like:

In your configuration the rack could slide right / left through the clamps...

Looking at it in detail your RH clamp is the wrong side of the flange... that would slide the whole rack to the right so the LH clamp would be against the other flange.
