Looks like a bonnet 'hold down' pin.

Many racing classes require positive locking hold down pins for bonnets ( Hoods) . I have had something similar on my Elan for 40 years. The springs on the pins assist to raise the back edge of bonnet (hood) to open it when the spring on the front has been removed to make removal of the bonnet ( hood) easy. i dont bother with the springs I just push down on the front centre of the bonnet to raise the back edge for removal.

cheers
Rohan

Here's what I fitted.

A short length of heater hose over the peg acts as a stop/spring.

:)
