Engine Bay / Header Question

I was taking a look at a '69 Plus 2 over the weekend and I noticed a strange thing on the header. It almost looks like there are holes on top of the header. Something was clearly there but it has been removed. I've tried to do some digging but I can't find many images with a similar setup.

Does anyone know what was there / what is supposed to be there?

Thats where the crossover pipes for the Stromberg emissions setup went.

those holes are for the emissions cross over tubes that take heated air over to the Stromberg carb plenum for better emissions. twin tubes go across the top of the cam covers and look like this:

Thats the fitment for the pipework that preheated the charge on Federal cars. Basically used to get the emissions down to an acceptable level on the US market vehicles. Theose cars had a pair of alloy pipes travelling over the engine from the inlet manifold as well. Looks like its all been removed from your car - there may be a blanking plate on the inlet side as well - but you don't need it on the exhaust as the holes don't go anywhere....just one in, warm up, one out!
